It was a dictatorship. I don’t know what you mean, doesn’t “work.” What the Soviets had was not communism and didn’t claim to be. The second S in USSR stood for socialist. It wasn’t socialist either if by that you mean a state controlled by the workers. That’s what I mean by it.
