Because Venezuela never managed to reconstruct its economy along socialist lines and most of the economy was (and remains, to the extent it functions at all) capitalist.

The government of Venezuela is ideologically socialist and, at least rhetorically, aspires to build a socialist economy, but they very pointedly never achieved even the fundamentals of this goal.
