Would developing a counter missile that can stop nuclear ICBMs before

So far, attempts to kill ICBMs in boost phase utilize things like airborne or space-borne lasers, not missiles.

This crazy looking beast, the Boeing YAL-1A, was one attempt.

The problem with interception at boost phase is that’s a very short window, and if the launcher is in hostile territory (which it likely is) it makes it very challenging to perform the intercept.

For example, using that airborne laser you’d need that 747 to be flying somewhere around the launcher… which is unlikely to work out too well.

Missiles would likely be too slow to hit a target during boost phase, and you’d have the same issue- the launcher would likely have to be in hostile airspace.

Keep in mind, just detecting a launch in time to attempt a boost phase intercept is already a big problem, let alone any other challenges in performing an intercept in time.

About the only place where this may make sense if shooting down submarine launched ballistic missiles, but those have their own challenges- namely, most modern boomers are really hard to locate.

There’s some research being done using drones that can loiter for long periods, to try to counter a limited arsenal such as that possessed by North Korea. Those are also restricted to a relatively small area, so such an approach is a bit more feasible.
